I remember years ago here in Denmark, ATMs were closed from midnight to 4 AM, and there was a fee to use them outside of regular working hours.
Being closed at night could probably be explained with some kind of mainframe maintenance job running at that time, but the only explanation I could ever come up with for the fee was that the bank was paying overtime for the tiny guy hidden inside the ATM ;-)
You chose the wrong planet to have common sense at.
Also in Denmark, there used to be a song called 'What the hell are they doing in the bank after three' (back when bank branches closed at 3PM - now they are open til 4, but have mostly been abolished). The suggestions were mostly in the same direction as what hr. Madsen is imagining for the ATMs.
I don't think I ever carry any cash anymore. Except for my regular barber, he's still cash only.

Cultures are weird to outsiders.
The big thing in the US is gas stations having their pumps work even if the store is closed. The magic of credit cards.
I live in a rural area, so open gas stations might be 20-30 or more miles apart at night. No big deal for locals, for people traveling through the area might get caught out.
To prevent leat night binge purchase or other seedy ideas? Seems like more of a social control than something a bank would do.
i usually keep about 300 bucks on me at times, when that's done time to grab another 300 lmao
